Where is the Sibaya Coastal Precinct located?

On the KwaZulu-Natal North Coast, midway between uMhlanga Rocks (4km) and the King Shaka International Airport (10km) and 23km from the Durban CBD. Sibaya Coastal Precinct is over 1,000 hectares in extent and extends from the Ohlanga Estuary in the south to the uMdloti Estuary in the north and from the Indian Ocean in the east to the N2 in the west. Including some 6,5km’s of pristine beach frontage and coastal dune forest, the Sibaya Casino and Entertainment Kingdom sits centrally within the Sibaya Coastal precinct and the town of eMdloti is located along the eastern boundary.

What will Sibaya Coastal Precinct consist of?

Sibaya Coastal Precinct offers a wide range of uses and activities across the entire precinct. It will be predominantly residential in nature with a variety of residential products from apartments to large, free-standing homes. Opportunities for supporting/complementary uses include (but are not limited to) retail and office, education, health and retirement, together with hotel, recreational, leisure and tourist related development options.

These activities will be unlocked across seven nodes, each with its own character and identity but integrated and connected into a single destination via green boulevards and an extensive open space network incorporating 75km’s of paths, cycle lanes, boardwalks and hiking trails. What is currently available for sale?

Nodes One and Five (see Interactive Map) have full development rights and parcels within each node are available for sale. A number of parcels have already been sold with two residential developments already successfully launched to the market at the end of 2015. These include Ocean Dune (residential apartments) and Signature (exclusive, single residential properties).

When will construction commence?

Breaking of ground for services and infrastructure installation will commence in July 2016 in Node one.

When is the development expected to be completed?

Development of the Sibaya Coastal Precinct is expected to take around 15-20 years in total.

What investment and development opportunities exist?

Investment and development opportunities encompassing commercial, residential, retirement, hotel, educational and health care are all available.

Are there architectural guidelines to guide development within Sibaya Coastal Precinct?

Yes. Renowned local urban designers, Iyer Architecture and Urban Design Studio have prepared comprehensive architectural guidelines for all development within Sibaya Coastal Precinct. These guidelines describe the principles of sustainability and aesthetic vision upon which Sibaya Coastal Precinct is premised.

Will the public be able to access this development?

Yes, this is a place for both residents and visitors, a new destination for Durban to explore. Aside from the retail and leisure offerings, the nature trails, green boulevards and open park spaces certainly encourage public enjoyment within a managed and controlled environment.

What will happen to the existing forests?

Tongaat Hulett Developments will protect all of the existing indigenous coastal forests and further rehabilitate the areas where alien species have crept in. In addition to this, green boulevards and green spaces will be created throughout the development resulting in over 60% of this precinct being part of the open space network. In order to enjoy these magnificent spaces, boardwalks and trails will be created throughout the open space network offering some 75kms to explore.

To protect and conserve Sibaya’s natural assets, a Sibaya Conservation Trust will be established to oversee the management of Sibaya’s natural assets.

As part of the longer term vision, it is proposed to link eMdloti to uMhlanga via the boardwalks through the forest and over the Ohlanga River. Ultimately there is potential to see an uninterrupted link from eMdloti all the way to the Durban promenade.

How will Sibaya Coastal Precinct impact on neighbouring communities?

Sibaya Coastal Precinct will deliver more than 25,000 permanent jobs to the surrounding communities once developed. It is anticipated that R21bn will be projected into the regional economy through the development of Sibaya Coastal Precinct.

The coastal town of eMdloti has the opportunity of becoming part and parcel of Sibaya Coastal precinct with pedestrian/cycling linkages into the open space network and being part of a single, secure and managed precinct.

Tongaat Hulett has initiated a Socio-Economic, Sustainability and Innovation Programme (SSIP) within Cornubia that is driving local community participation across the land and property development value chain. Focus is around maintenance and management of the community open spaces, skills development, enterprise development and local procurement. This initiative will be extended into Sibaya.

Will there be any Management Association(s) within Sibaya Coastal Precinct?

There will be a Sibaya Master Management Association that will provide overarching management control of Sibaya Coastal Precinct, specifically in terms of building design, construction management, precinct security and strategic management of the public spaces and precinct’s open space network.

There will also be "mini" management associations within each of the nodes, representatives of which will become part of the Sibaya Master Management Association.

How will Sibaya Coastal Precinct be serviced and will this impact on the existing surrounding communities and businesses?

Brand new service infrastructure will be installed for Sibaya Coastal Precinct.

Water: New water pipelines will be laid from the Waterloo Water Reservoir which will be fed from the northern aqueduct (and no longer from Hazelmere Dam). This will provide a more secure source of supply to the town of eMdloti as well as the Sibaya Casino and Entertainment Kingdom.

Sewerage: New sewerage pipelines will be laid to ultimately connect to the Phoenix wastewater treatment works. There will be no impact on the town of eMdloti as the option of utilising the existing sewerage infrastructure along the coastline was not favoured and hence was dismissed.

Electricity: New electrical cables will be laid from the existing substation to the west of the N2. This substation has spare capacity until a new substation is built in Node Six in the future. Again there will be no impact on eMdloti or the Sibaya Casino and Entertainment Kingdom.

Roads: New roads providing access into the various nodes will be constructed as each node is opened up. Furthermore an EIA has commenced, in conjunction with the eThekwini Municipality and Provincial Department of Transport for a proposed upgrade to the M4 between eMdloti and uMhlanga.
